DPWH Blockchain-Powered Transparency System Launched by Civic Initiative Integrity Chain

Integrity Chain, a civic initiative led by Donald Lim as lead convenor, introduced its blockchain-powered transparency platform on September 24, 2025, for adoption by the Department of Public Works and Highways (DPWH). DPWH will formally adopt the system through a signing ceremony on September 30 at the Asian Institute of Management (AIM). The rollout will start with recording Foreign Assisted Projects (FAPs) on the blockchain.

Bayanichain team unveils the project to support DPWH transparency efforts

The platform is powered by BayaniChain (BYC) Ventures using its Lumen and Prismo technologies. BYC previously built the Department of Budget and Management’s blockchain system for Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs), as well as GoodGovChain, the governance platform piloted in Baguio City.   • The initiative comes at a critical time for DPWH, which has faced criticism over recent flood control projects flagged for cost overruns, delays, and allegations of substandard construction.
    • Multiple congressional hearings and a widespread rally in the previous days have called out this corruption in the department.
      • DPWH Secretary Vince Dizon stated that they have filed charges against department personnel involved.
  • With Integrity Chain, Foreign Assisted Projects (FAPs) will be the first to be recorded on the platform, with milestones and budgets independently validated by civic society groups, Bayanichain said in a statement.

Integrity Chain Features

In a presentation accessed by BitPinas, here are some of the features of Integrity Chain according to Bayanichain:

  • A decentralized civic-led ledger
  • Not controlled by government agencies
  • Operated by validators from NGOs, academe, media, and trade organizations
  • Will anchor the data daily to major blockchains for tamper evidence

Paul Soliman, CEO of BYC Ventures, said the platform represents “a new era for public accountability.” He emphasized that every contract, budget release, and project milestone will be logged in a way that cannot be altered or erased.

“For the first time, DPWH projects will be open to civic validation and citizen verification. This is how we make corruption technically impossible and transparency the default.”

Bayanichain said the system operates under a multi-sectoral validator model, where independent organizations attest to records before they are finalized. BYC Ventures is inviting trade groups, NGOs, universities, and media organizations to join as validators, while philanthropies and corporations are encouraged to support the blind trust sustaining the platform.
