A new blockchain-focused bill has been filed in the House of Representatives, bringing the total number of blockchain-related proposals in the 20th Congress to 12.

House Bill No. 5402, titled “An Act Institutionalizing the National Distributed Budget and Governance Blockchain System, Establishing the Blockchain Budget Governance Board, and for Other Purposes,” was filed on October 9, 2025, by Occidental Mindoro Lone District Representative Leody “Odie” Tarriela.

The measure seeks to establish a blockchain-based system to modernize national budget governance, enhance transparency in public spending, and improve inter-agency coordination through a newly created Blockchain Budget Governance Board.

The bill is awaiting its first reading in the House of Representatives.

Currently, Tarriela also filed several measures in the lower house focusing on governance modernization, infrastructure development, and digital transformation.

Among his notable proposals are bills seeking to renationalize the San Jose District Hospital in Occidental Mindoro, establish the Sablayan Sports Development Academy, and create an international ship port in Abra de Ilog.

He has also authored measures promoting e-governance and the taxation of digital transactions in the 19th Congress, as he filed House Bill No. 4122 “An Act Imposing Value-Added Tax on Digital Transactions in the Philippines.”

Blockchain Bills in 2025

Lawmakers in the 20th Congress are increasingly turning to blockchain as a tool for transparency, efficiency, and innovation in governance and finance.

  • HB 4075, or The Blockchain Technology for Government Efficiency Act, which seeks to institutionalize the use of blockchain and distributed ledger technology in government transactions to promote transparency and accountability.
  • HB 4380, or The Philippine National Budget Blockchain Act, which proposes a national blockchain system for budget tracking and the creation of a Blockchain Development Council.
  • HB 4489, or The Philippine National Budget Blockchain Act, which mandates a blockchain-based budget system allowing real-time public access to government spending.
  • HB 4611, or The Government Budget Blockchain Act, which aims to make all budget records tamper-proof and publicly accessible through a blockchain ledger.
  • HB 4792, or The Philippine Tokenization and Crypto Adoption Act, which aims to establish a framework for real-world asset tokenization, stablecoins, and digital asset regulation under a proposed National Council on Digital Assets.
  • HB 4853, or The National Budget Blockchain Act, which aims to introduce a blockchain-based national budget system with gender and development tracking features.
  • HB 4935, or The National Budget Blockchain Act, which aims to strengthen fiscal transparency through a blockchain budget platform with phased national rollout.
  • HB 5041, or The Blockchain the Budget Act of 2025, which proposes an immutable blockchain-based framework for budget allocation and citizen oversight.
  • SB 433, or The refiled Digital Assets Act, which aims to recognize digital assets under Philippine law and regulate issuers, exchanges, and brokers through the BSP and SEC.
  • SBN 1330, or the Blockchain the Budget Bill, which aims to promote real-time public access to government financial data.
  • HB 421, or The Strategic Bitcoin Reserve Act, which seeks to establish a national Bitcoin reserve managed by the BSP as part of the country’s strategic assets.
