Telecommunications provider PLDT Inc. has restored access to the Binance website across its internet network, following a similar access restoration by Globe Telecom Inc., as the global cryptocurrency exchange moves toward local regulatory compliance through its Philippine partner, BlockShoals Technologies Inc.
The website, accessible locally via https://binance.com/en-PH, is now reachable across PLDT’s network, which serves approximately 59 million mobile subscribers, 3.5 to 4.1 million fixed/wireless broadband subscribers, and 3.7 million fixed-line telephone subscribers.

The site is now a localized version of the global Binance homepage, with an instruction for users to sign up. The local homepage prominently displays who operates Binance Philippines and how it is made available in the Philippines via local licensing.
The Binance website has been available to Globe ISP subscribers since May this year.
Regulatory Background and Sandbox Approval
The National Telecommunications Commission (NTC) and the Securities and Exchange Commission (SEC) previously directed internet service providers to block access to Binance in March 2024 for offering unregistered securities and operating without a local license.
Under the updated operational structure, Binance services in the Philippines are provided through BlockShoals Technologies Inc., an SEC-approved Crypto Asset Intermediary operating within the Strategic Regulatory Sandbox (StratBox) framework under SEC Memorandum Circular No. 9, series of 2024.
BlockShoals received in-principle approval from the SEC in November 2025 and was granted a Notice to Proceed with Testing on April 14, 2026.
Local Leadership and Industry Integration
As part of its local compliance and market entry strategy, Binance appointed fintech veteran Jen Bilango as General Manager for Binance in the Philippines. Bilango previously served as Country Manager for licensed cryptocurrency exchange Coins.ph and General Manager at Web3 infrastructure firm BlockchainSpace.
Additionally, local operating entity BlockShoals Technologies Inc. has officially joined FinTech Alliance Philippines, an industry organization comprising digital finance and financial technology firms in the country.
BlockShoals is currently executing a systems integration phase to connect local fiat payment rails and satisfy regulatory requirements under the Anti-Money Laundering Act ahead of its formal sandbox pilot.
The ISP access restoration follows an executive panel at the ASEAN Tech Summit in Manila, where Binance co-founder Changpeng “CZ” Zhao appeared on stage with FinTech Alliance Philippines Founding Chairman Lito Villanueva.
During the panel, Zhao discussed stablecoin architecture, cross-border remittance cost reductions, financial literacy challenges, and regulatory frameworks across ASEAN economies.
